Anderson County Public Works Department reported working projects across Anderson County including a proposed O’Reily Automotive Store located on Hwy. 153 153 and retail shops on Cely Lane in Powdersville. Among project underway include the following:

Building and Codes

·         Met with Development Standards to review plans that were submitted for new homes in a PD (Planned Development) Subdivision. Drawings were approved and/or corrections noted. Permits will be issued accordingly once revisions are made.

·         Plan Review Staff Meetings: 1) Met with Architect, Owner and Contractor to discuss schedule for plans that were submitted for the new Comfort Suites of Powdersville. Maximum time for review comments to go back to Architect is 30 days from date of Submittal. Depending on the quality/completeness of the submitted plans, options were discussed to issue a Foundation Permit Only once the overall code compliance was reviewed. 2) Met with General Contractor to discuss Building Code related issues associated with a proposed addition to TSW Screen Printing. Drawings to be submitted at a later date.

·         PERMITS SUBMITTED: 39 New Single-Family Dwelling Permits Issued and 7 Addition-Renovation; 7 Detached Garage/Accessory Buildings; 3 Pool; 7 Demolition; 15 Electrical and HVAC Upgrades; 7 Commercial Including: Wexler Manufacturing, Temco Addition, Electrical for Allstate Used Auto Parts, Electrical for Fireworks Stand, Electrical for Sherrard Road LLC; 34 Mobile Home including: New Homes, Change of Ownership, moves from other counties, change of location, etc.

·         DRAWINGS SUBMITTED:  Boneyard Cycles – Revisions, Caledonia Cabana and Restroom Building, Comfort Suites of Powdersville, Mullis Metal Storage Building, Palmetto Veterinary Clinic, QuickTrip Store # 1117 located off Hwy 86, Southern Smoke Barbecue, T Form Electrical Upgrade, TTI Boiler Room Mezzanine, Willoughby Metal Building, 153 Plaza Dozo Sign and various resubmittals

·         December Stats:

o   Revenue Down 23% Compared to December 2014 ($78,712.90 to $60,755.40)

o   New Single-Family & Multi-Family Dwelling permits Up 23% Compared to December 2014  (51 to 63 )

o   Total of 612 permits/transactions – Down Less Than 1% Compared to December 2014 (615): 134 Building, 143 Electrical, 93 Plumbing, 96 HVAC, 102 Mobile Homes, 14 Demolition, 1 Moving, 29 Miscellaneous

·         Calendar Year Stats for 2015 (January – December):

o   Revenue Up 16% from 2014 ($784,126.80 to $910,504.40)

o   New Single-Family & Multi-Family Dwellings up 10% from 2014 (668 to 732 )

o   Total number of permits/transactions up 3% from 2014 (7,539 to 7773)

Development Standards

·         Prepared staff reports for the upcoming Planning Commission Meeting on Monday January 11, 2016. The following applications will be heard by the Commission.

§  2. – Consent Agenda Item, Hanna Crossings, a professional commercial subdivision (complex) located on Highway 81, Anderson. The subdivision was approved by the Planning Commission in February of 2015. The developer did not request approval for phasing during the preliminary approval process. The applicant is requesting approval to phase the project into three (3) Phases.

·         LAND USE BOARD OF ZONING APPEALS MEETING:

·         Prepared staff reports for the upcoming Land Use Board of Zoning Appeals Meeting scheduled for Thursday January. The following applications will be heard by the Board.

§  1. Variance request to allow for a second free standing sign. The property is located on 1802 East Greenville Street, Anderson.

§  2. Variance request to allow for an additional building/wall sign located on Highway 76, Pendleton.

§  3. Variance request to allow for additional sign area for a directional sign. The property is located on Alliance Blvd. Williamston.

·         SITE PLAN REVIEW:

§  Proposed O’Reily Automotive Store located on Highway 153.

§  Duke Energy W.S. Lee Steam Plant pending jurisdictional wetland delineation updated.

§  Pelzer Lower and Upper Hydroelectric Plant-no further review required, licensing required only.

§  Duke Energy Ops Yard Expansion-Received No Impact Analysis from SC Aeronautics Commission.

§  Retail Shops located on Cely Lane in Powdersville (Received Final Landscaping Plan-Ready to Permit)

§  Community Bible Church Addition.

§  Crescent High School Addition.

·         GRADING PERMITS ISSUED:

§  Richey Place-New Miracle Hill Retail Building located on Three Bridges Road in Powdersville.

·         SUBDIVISIONS:

§   Bond secured for $43,000 for Rosehill Subdivision/DR Horton

§  Wild Meadows Subdivision, grading permit ready to be issued.

§  Carriage Run Subdivision, developer is requesting to change overall layout. The subdivision is required to go back before the Planning Commission for review.

§  Hembree Station-Recording Documents resubmitted incorrectly.

·         BUFFERYARD INSPECTIONS:

§  Dr. Abraham’s Office located on Highway 81N

·         December Stats:

o   Land Use Permits, 118

o   Septic Tank Permits, 22

o   Individual Summary Plats, 24

o   Commercial Up-fits, 6

o   Subdivisions, 2 reviewed, 0 approved.

Stormwater

·         County facility and county owned stormwater pond inspections are underway.

·         A cease and desist notice was issued to Project Machine due to severe erosion of slopes that impacted adjacent wetlands. A re-inspection was also conducted; however, enough progress to lift the cease and desist was not achieved at that time.

·         Manager attended the pre-construction meeting for the Project Machine road project.
