Anderson County Public Works Department reported the following projects underway:

Building and Codes

·         Bids are due back on March 3 for Phase II of our Substandard Housing Demolition Plan. There is a total of 6 Substandard Structures included in this phase. This includes: 1) 120 Rich Drive in Pelzer, 2) 312 Pinehaven in Belton, 3) 409 Iler St in Piedmont, 4) 1008 Shirley Circle, Anderson 5) 1117 Robinson Rd in Easley and 6) 2001 Broadway Lake Rd in Anderson.

·         Met with Development Standards to review plans that was submitted for new homes in a PD (Planned Development) Subdivision (Arbors @ Cobbs Glenn). These were approved and permits to be issued accordingly.

·         Plan Review Staff meetings: 1) Met with Architect for TTI. Discussed when the Smoke Study, which was initially agreed to be done, is going to be submitted to our office. It has been completed and will be submitted once the documents are sealed by the Licensed Professional. The International Building Code (IBC) gives the designers an option of using an “Alternate Means & Methods” of complying with the Code. In this case the Architect is submitting a Smoke Study by licensed professional engineer to increase the travel distance.

·         The Building Codes Manager was subpoenaed to testify before a hearing officer designated by the State Residential Builders Commission in Columbia (Department of Labor License & Regulation) in regards to a complaint that was filed against a Residential Specialty Contractor. The Specialty Contractor initially started work without permits and did not hold the appropriate bond for the cost of the work being done. Once it was permitted the work could not be approved because of multiple code violations/substandard work. The Specialty Contactor was fined by the Commission and was placed on probation.

·         PERMITS SUBMITTED: 35 New Single-Family Dwelling Issued and 5 Addition-Renovation; 10 Detached Garage/Accessory Building; 1 Pool; 3 Renewal/Replacement; 1 Demolition; 22 electrical and HVAC Upgrades; 14 Commercial Including: Williamston Youth Academy, Lucky’s Corner Mart Canopy Replacement, Michelin Open Shed Addition, Restroom Renovation to Packaging Corporation of America, Carolina Primary – Sign, Electrical for Meter Base Replacement, Electrical for Existing Storage Building, Electrical For Charter Communications, Walk-In Cooler/Freezer for Helping Hands, Electrical for SunGro Bark Plant, Alarm System for Coca Cola Distribution, E & I Modular Guard House, Storage Building For Anderson County Sheriff’s Office, First Quality/Cannonball 3 Electrical for Process Equipment; 91 Mobile Home including: New Homes, Change of Ownership, moves from other counties, change of location, etc.

·         COMPLIANCE ISSUES:

§  Illegal Large Billboard and Large Swimming Pool Display located on Highway 81N, Anderson (Both have been removed)

§  Bufferyard requirements for SCANA Telecommunications located on Cantrell Road, Williamston

Roads & Bridges

·         Sign crew repaired an overhead traffic signal sign in the Powdersville area Wednesday (broken in the strong winds). They also repaired the road closure on Blake Dairy Road and returned to normal work requests to replace missing signs.

·         Asphalt crew paved a section of Young Road at the railroad tracks, as Pickens Rail Road replaced the tracks/crossing in that location. They also helped with the fallen trees and continued with pothole patching.

·         Vegetation crew mowed until Wednesday when the high winds took down 30 trees in a four hour time frame; a total of 42 trees fell across our roads on Wednesday.

·         Anderson County’s Pavement Marking Contractor will be working on the following roads next week: Belhaven Road Extension, Blake Dairy Road, Carpenter Road, Carrington Lane, Hamby Road, Keys Street, Leatherdale Road, Sexton Gin Road, Travis Road, and Wentzky Road.

·         On-call crew received 12 call-outs totaling 76.5 man hours; all fallen trees.

Stormwater

·         The geotechnical engineering report for the Broadway Dam repairs was completed and forwarded to the dam engineer. This report was necessary to complete the design of the repairs. The application for the US Army Corps of Engineers 404 wetlands permit is in development.

·         The manager participated in a meeting about the Adopt-A-Stream program, which is a volunteer water quality monitoring program. Representatives of Richland County, City of Columbia, and the Gills Creek Watershed Association attended to learn about it and how to implement it. 

·         Met with the managers of Roads and Bridges, Wastewater, and Building and Grounds departments to form a plan of action for the repair and maintenance of county owned stormwater ponds.

·         An initial review of Highway 81 Dollar General was conducted. The site will be north of Concord Rd and south of Evergreen Rd on Hwy 81N.

·         Second reviews of Rivermill Subdivision and Powerhouse Christian Church were conducted.

·         Pre-con was held and approval issued for Site Improvements for Orian Rugs Expansion.
