Anderson County Public Works Department reported the following projects underway across the area:

Building and Codes

·         Met with Development Standards to review plans that were submitted for new homes in a PD (Planned Development) Subdivision. 4 house plans submitted for Midway Ridge were approved for permitting. 7 house plans that were submitted for Sullivan Hills were rejected and are required to be revised and resubmitted for approval.

·         Plan Review Staff meetings: 1) Met Architect and Owner regarding proposed new building (15,000 sf) for existing business to be relocated within the County. Occupancy classification and type of construction was discussed and plans to be submitted at a later date. 2) Met with Architect to review proposed plans for an interior renovation to Fox Farms Soil & Fertilizer plant. Office area is to be completely reconfigured/renovated. The 2012 Existing Building Code to be used for code compliance.

·         PERMITS SUBMITTED: 15 New Single-Family Dwelling Issued and 2 Addition-Renovation; 4 Detached Garage/Accessory Buildings; 4 Pool; 4 Renewal/Replacement; 6 Demolition; 15 electrical and HVAC Upgrades; 6 Commercial Including: Modular Office for Happy Days Auto Sale, Up-Fit to Townville Baptist Church, Mechanical Permit for Hood Installation for J Peters, Community Shelter for the Enclave @ River Reserve, Power to Existing Sign – North Point, Electrical Meter Re-Set for Existing Business; 7 Mobile Home including: New Homes, Change of Ownership, moves from other counties, change of location, etc.

·         DRAWINGS SUBMITTED: Sign for Alive Wesleyan Church, CJ’s Machine Shop Electrical Up-Fit, Complete Health & Wellness Up-Fit located in Williamston and various resubmittals

Development Standards

·         UPCOMING MEETINGS:

§  Planning Commission will hear a subdivision application for Vandiver Development for twelve (12) residential lots on March 8, 2016. The property is located on Vandiver Road.

·         SITE PLAN REVIEW:

§  Project Machine (Revised Site Plan) Update Permit located on Ryobi Drive, Anderson

§  Plantation Pipeline/Buckeye Partners new equipment compound that houses an air compressor/air injection only located on Lewis Drive.

§  Whitefield Fire Department proposed training facility located on Highway 29.

§  Miracle Hill Retail Store located on Highway 153 Powdersville.

§  Sullivan Hills Subdivision, (Sullivan Road) a Planned Development. Seven (7) residential lot plans are under review for approved building material.

§  Proposed LCD (Land Clearing Debris Landfill) located on Highway 29/interstate. Application will require public hearing and approval by the Planning Commission.

·         LAND USE PERMITS APPROVED:

§  Buckeye Partners Expansion of new equipment of Fuel Terminal Addition located at 14300 Highway 20N, Belton

§  Electric City Animal Hospital located on Dobbins Bridge Road.

§  Happy Days Auto Dealership located on Anderson Street, Piedmont.

§  Midway Ridge, a Planned Development located on Midway Road, Lot# 18, 16, 23, & 24 were approved.

·         GRADING PERMITS APPROVED

§  Community Bible Church located on Highway 81N, Easley.

·         SUBDIVISIONS:

§  Caledonia Phase I & Phase II-Infrastructure expected completion March 11, 2016

§  Bond secured for Sullivan Hills Subdivision-$156,000 for completion.

Roads & Bridges

·         Firetower Road Bridge Project: steel piles scheduled to be installed next week.

·         Bridge crew made emergency repairs to guardrail on Colonel Johnson Road; the guardrail was damaged in a traffic accident on the bridge earlier in the week.

·         Ditching crew started a ditching project on Cypress Lane: project includes installing a new 18″ cross-over pipe and three new driveway pipes.

·         Sign crew developed a new signage plan at Clemson Research Park and started making changes in the field; new changes will help direct visitors to the many locations/addresses inside the Park.

·         Asphalt crew finished the crack seal project in Shadow Oaks Subdivision in the Powdersville area, installed new driveway aprons requested, patched potholes, and paved at Pettigrew.

·         A small team from the grading crew spent a few days grading for a new soil pile “stock yard” on Michelin Boulevard to be used by all R&B maintenance crews.

·         2015-2016 Road Improvement Project Contractor full-depth patched Airline Road, Clinkscales Road, New Hope Road, Tribble Road, and Andersonville Road; this completes all the full-depth patching in the contract.

·         Completed RFQ documents for Guyton and Sullivan Road Engineering Services.

·         Completed second plan review for Rivermill Subdivision.

Solid Waste

·          ”The Great Anderson County Cleanup” will be held on April 16, 2016 from 8am until noon. Staff will be recruiting volunteers to help with the event. There will be a Kick-Off party for the event on April 11, 2016 at 6:00pm. We will be handing out cleanup supplies to volunteers and discussing litter in Anderson County.

·         Anderson County will be having a Shred Day on June 4, 2016 at the Anderson County Sports and Entertainment Center. The event will be from 10am until 1pm.

·         Repaired 300 feet of fence at the Slabtown Convenience Center due to the high winds from a storm system that broke the wiring loose from the fence posts.

·         February Stats:  172 Calls,  Warnings, 2 Assisting Another Agency, 12 Clean-Up Orders, 2 Clean-Up Order Citations, 1 Unlawful Dumping, 6 Litter Citations, 4 Uncovered Loads, 79 Litter Warnings and 1 State Citation. Total Fines requested $4,837.50.

·         February Stats:

o   396.52 Recyclable tons, 24.64 E-Waste tons, 60.32 Tire tonnage and 1541 Gallons Waste Oil.

o   Anderson Regional Landfill: 5141.24 tons of municipal Solid Waste at a cost of $151,769.40.

o   Hauling contractor hauled 444 containers from Convenience Centers at a cost of $51,948.00.

§  Starr Landfill Tonnages:

Wastewater

·         Met with ReWa Board Members to discuss sewer service boundaries in the Powdersville and Piedmont area. Rewa and Anderson County currently have individual studies in progress to determine how to continue to provide wastewater needs.

·         The Right of Way (ROW) crew cut about 2500 feet of ROW along New Prospect Church Rd. The Bobcat track loader had to be put in the shop for repairs on Tuesday.

·         ROW crew cut 150 feet of ROW at the back of the Martin and Martin property by hand.

·         The ROW crew cut the sewer line ROW on Martin and Martin property in Piedmont. We had to replace two (2) frames and lids that had been hit by bush hogs. We had to raise (2) manholes that had been covered by debris and fill dirt. We located these manholes with our camera and handheld locator.

·         Performed 4 residential sewer tap inspections and 1 commercial sewer tap inspection this week: Lots 26 and 27 in the Winding Stream subdivision, 205 Henrydale and 132 Benton Park drive in Benton Park subdivision and the new Comfort Inn off Kaylans Way in Powdersville.

·         Attended a pre-construction meeting for the new 8 inch sewer that will be installed off Dunlap road and Highway 81 North across from Hanna High School. This project is scheduled to start next week.

·         Contractors have started bore drilling on the Five Mile sewer line to determine how much rock will have to be blasted and removed in order to install the new gravity sewer. Blasting is scheduled to start March 7th. Local residents have been notified and all precautionary measures will be followed before blasting will take place.

·         Performed an emergency repair on the Moores Mill force main in Piedmont on Saturday. The existing pipe developed a crack and was replaced with ductile iron pipe and mechanical joints. Wastewater was contained with the Vac-On pumper truck while repair was performed. Emergency contractor was called in to assist with repair.

·         Pump #1 at Hurricane Creek was pulled and sent to repair shop due to pump failure. Rented a by-pass pump as a backup for the station due to flows over a 100,000 gals a day.

·         Waste Management hauled 8.91 tons of solids from 6&20 WWTP to the landfill.

·         Reviewed drawings for Holiday Inn Express in Powdersville.
