Anderson County Public Works Department reported the following project underway:

Building and Codes

·         Met with Development Standards to review plans that were submitted for new homes in a PD (Planned Development) Subdivision. 7 house plans that were re-submitted for Sullivan Hills were approved and permits to be issued

·         Plan Review Staff meetings: 1) Met with Plastic Omnium to verify drawing/code requirements for a new Pump/Blasting Building approx. 1,000+/- Square Feet. An additional meeting will be set-up prior to issuance of plans to review general code compliance. 2) Met with Engineer to discuss drawing requirements to add a modular building used for training purposes for Whitefield Fire Station. Since this building to be used for training purposes it is also required to be handicap accessible.

·         PERMITS SUBMITTED:35 New Single-Family Dwelling and 5 Addition-Renovation; 9 Detached Garage/Accessory Buildings; 4 Demolition; 19 Electrical and HVAC Upgrades; 6 Commercial Including: Comfort Suites of Powdersville, Community Bible Church Multi-Purpose Building, Mechanical for CJ’s Machining, Re-Roof of Guaranteed Services Building, Re-Roof of Charter Communications Building, Sign for Alive Wesleyan Church; 8 Mobile Home including: New Homes, Change of Ownership, moves from other counties, change of location, etc.

·         February Stats:

o   Revenue Up 41% Compared to February 2015 ($45,170.50 to $63,521.60)

o   New Single-Family & Multi-Family Dwelling permits Up 95% Compared to February 2015  (38 to 74)

o   Total of 752 permits/transactions – Up 57% Compared to February 2015 (478): 175 Building, 192 Electrical, 115 Plumbing, 118 HVAC, 99 Mobile Homes, 10 Demolition, 0 Moving, 43 Miscellaneous

Development Standards

·         UPCOMING MEETINGS:

§  Land Use Board of Zoning Appeals will hear the following variances on Thursday April 14, 2016 at 5:00PM.

§  Project Machine TTI requesting variances on wall signage for new industrial site located on Ryobi Drive, Anderson.

·         LAND USE PERMITS APPROVED:

§  New Comfort Suites Hotel (82 Rooms) located on Kalyn’s Way off of Highway 153 Powdersville.

§  Upstate Industrial Park Expansion (#15) located on Shiloh Church Road, Piedmont.

§  Sullivan Hills, a PD (Planned Development) approved for permitting seven (7) single

family homes.

·         GRADING PERMITS APPROVED:

§  Upstate Industrial Park Expansion (#15) located on Shiloh Church Road, Piedmont.

·         SITE PLAN REVIEW:

§  Southern Smoke BBQ located on Highway 8 Pelzer

§  Upstate Board of Realtors Parking Lot Expansion located on McGee Road, Anderson.

§  Floodplain Development Permit for single family home located on Mt. Springs Road, Piedmont.

§  Final Elevation Certificate for single family home located at 100 Stepping Stone, Belton.

§  Proposed Communications Tower (150’) Verizon Wireless located at Stone Brook Road, Pelzer.

·         COMPLIANCE ISSUE:

§  Mobile Home encroachment located on River Road, Piedmont. (Encroachment Corrected)

Roads & Bridges

·         Ditching crew finished a special ditching project on Cypress.

·         Grading crew worked on Blake Dairy Road West Culvert Project until Wednesday, when they had to move equipment to Green Pond Boat Ramp to grade the lower parking lot so it can be paved in the next few weeks.

·         Bridge crew continued working on the new bridge on Firetower Road; contractor arrived Wednesday to set up to drive the steel piles. All piles are scheduled to be driven by week’s end.

·         Sign crew continued with normal sign work requests.

·         Asphalt crew spent the week doing asphalt aprons and pot hole repairs.

·         Vegetation crew continued to boom in the two remaining areas and the trimming crew worked normal work requests.

·         2015-2016 Road Improvements Contractor milled and installed asphalt binder course on Ellison Lake Road, Page Road and Martin Sausage Road.  They also milled and recycled asphalt binder for all roads in the Covered Bridge Subdivision.

·         The 2015-2015 Road Improvements Contractor will be working on Ellison Lake Road next week.

·         Principal Engineer and staff participated in the STEAM day at Midway Elementary School of Science and Engineering to demonstrate about bridges to the First Grade students.

·         Reverend Randy Blank called to say thank you for the quick and excellent job of taking down a tree that was unsafely leaning towards his house on Bowen Road.

·         On-call crew received no after-hours call-outs.

Stormwater

·         4 construction sites were issued Notices of Violation; Garvey Office, Upstate Industrial Lot 15 & 16, and Community Bible Church Expansion.

·         Review comments were returned on a major modification of the Community Bible Church Expansion.

·         A major modification of the Orian Site Expansion permit was reviewed and approved.

·         Received new application for O’Reilly Auto Parts Store in Greenville, SC off of Hwy 153.

·         Review comments were returned on King Poultry Farm’s resubmitted application.

Solid Waste

·         “The Great Anderson County Cleanup” will be held on April 16, 2016 from 8am until noon. Staff will be recruiting volunteers to help with the event. There will be a Kick-Off party for the event on April 11, 2016 at 6:00pm. We will be handing out cleanup supplies to volunteers and discussing litter in Anderson County. Six billboards went up this week to advertise the event on Hwy 28 Bypass, Hwy 29 North, Clemson Blvd., Hwy 81 South, Hwy 81 North and Hwy 178.

·         The Detention Center Litter Crew picked up on Belhaven Road this week. They picked up 122 bags of litter, 11 tires and a pile of carpet. We appreciate their hard work. 

·         Picked up 4 bags of litter on Highway 153 in Powdersville picked up by Councilman Waters.

·         Picked up 3 bags of litter from a residential litter pickup on Keys St. and disposed of them at the White Street Convenience Center.
