Anderson County Public Works Department reported the following projects:

Animal Shelter

PAWS attended the Home in the Park event with the adoption trailer, and invited everyone to foster/volunteer/adopt. Started treating dogs that are heartworm positive in order to place them up for adoption.

Animal intake is now requesting that people make appointments to turn in animals.  This encourages people to find an alternative home for their pet and decreases long wait times at the shelter to surrender a pet.  We are offering assistance if needed. Food/spay/neuter.

Returned 8 cats to their owners after spay/neuter instead of in-taking them to the shelter.

Adopted 59 animals.

Returned 13 animals to owners.

Placed 17 animals in foster care (these animals will be adopted by the foster once surgery completed).

Had 146 animals brought into the facility as stray or owner surrender.

Euthanized 25 animals (sick/aggressive/owner request).

Completed 68 spay/neuter surgeries (4 surgery days total).

Building and Codes

The owner of the Substandard Commercial Property (Old Gas Station) located off the corner of Hwy 8 and 85 have hired a contractor to test the building for asbestos in order to get DHEC Approval to demolish. This is required to be completed and approved prior to a demolition permit being issued. Approximate time frame to start demolition will be towards the end of January 2017.

Roads & Bridges

Three employees from our ditching crew spent the last two weeks in Mt. Pleasant helping clean up storm debris from Hurricane Matthew.  Last week, along with a team from Anderson City, they loaded and hauled over 3,030 cubic yards of vegetative debris off the streets of Mt. Pleasant.

Bridge crew converted a type 9 catch basin into a steel grate top because larger trucks kept knocking off the box top (Crestview Road at Midway Road); repaired guard rails on HI Taylor Road Bridge.

Vegetation crew improved sight distance in Hunters Glen Subdivision at the request of their HOA, and continued to mow and boom in all seven sections of the county.

Stormwater

A compliance meeting was held with the developer, engineer and contractor of Pennington Farms subdivision. The purpose of the meeting was to establish a path forward in achieving compliance with the approved plans. Recent violations resulted in the project receiving a cease and desist notice.

Reviews were conducted of US-2 Trailer Storage major modification and Mt. Pisgah Baptist Church.

Approvals issued and pre-cons held for Brookstone Meadows Clubhouse & Pool and Anderson Ford – Service Bay Addition.

Received major modification for Brookstone Meadows Clubhouse & Pool.

Received resubmittal for US-2 Trailer Storage major modification and Cannon Bottom Access Road and Meter Site.

Solid Waste

Environmental Enforcement took 12 cases to court in October. One failure to comply (Guilty), two littering (Guilty), three uncovered loads (Guilty) one Bench Warrant Issued, four unlawful dumping (Guilty), one DUS 2nd (Guilty) Bench Warrant Issued, and one No SCDL (Guilty) Bench Warrant issued.

“One Bag at a Time” continued through October 31, 2016 to promote cleaning up litter on our roadway. Keep Anderson County Beautiful provided supplies such as gloves, pick-up grabbers and litter bags for the event

October Stats:

o   414.69 Recyclable tons, 18.6 E-Waste tons, 32.29 Tire tonnage and 1300 Gallons Waste Oil.

o   Anderson Regional Landfill: 4982.10 tons of municipal Solid Waste at a cost of $147,071.59.

o   Hauling contractor hauled 522 containers from Convenience Centers at a cost of $61,074.00.

o   Starr Landfill Tonnages:

§  Construction & Demolition (1,068.96 C&D) tons {3,864.06 YTD tons}.

§  Land Clearing Debris (996.05 LCD) tons {2,960.52 YTD tons}.

§  6,824.58 Total Tons for the Year

Environmental Enforcement October Stats:  143 Calls, 52 Warnings, 3 Assisting Another Agency, 13 Clean-Up Orders, 0 Clean-Up Order Citations, 1 Unlawful Dumping, 1 Litter Citations, 2 Uncovered Load Citation, and 2 State Citations. Total Fines requested $2,002.50.

Wastewater

The Town of Iva’s current balance is $592,956.55.

Anderson County, Easley Combined and ReWa met to discuss future wastewater planning for the Northern portion of Anderson County.

Met with Powdersville Water District to discuss our preliminary Wastewater Master Plan for Powdersville area.

Met with Contractors about a proposed sewer tie in at a new hotel off Hwy 153 in Powdersville.

Last calendar week (Oct 23 – Oct 29) received 98 locate tickets from SC811, of these, 5 were emergency locates.
