Anderson County Public Works Department reported the following projects underway across the county:
Building and Codes
·       Our first Tall Grass case that went to Magistrates Court was successful. We have been trying to get the owner to comply since late April for a home he owns on Cheyenne Street. The backyard was over 3 feet in height. The owner was charged/fined for being in violation with Ordinance 10-81.1
·       Met with Development Standards to review plans that were submitted for homes in a PD (Planned Development). Drawings were approved as submitted and permits to be issued
·       PERMITS SUBMITTED: 23 Single-Family Dwellings; 11 Addition/Renovation; 10 Detached Garage/Accessory Buildings; 4 Residential Swimming Pool; 1 Renewal; 3 Demolition; 34 Electrical and HVAC Upgrades including 8 Residential Solar; 12 Commercial Including: Starbucks Building Shell, Air Power Office/Warehouse, Blue Eagle Rentals, Bandit Pizza Up-Fit, Stanco Metal Building Addition, Office Wall Repair to Existing Business, Elite Physical Therapy, Quick Trip # 1117 Monument Sign, Quick Trip # 1117 Hi-Rise Sign, Sign for Dollar General, Sign for Carolina Travel Center, Electrical for Charter Communication; 33 Mobile Home, New Homes, Change of Ownership, moves from other counties, change of location, etc.

Fleet Services
·       Closed 157 work orders for the week.
·       (2) Positions open: Diesel Mechanic and an Inventory Specialists.

·       Weekly Fleet Availability:    91.01%
Roads & Bridges
·       Vegetation Crews worked on trimming tree limbs and cleaning up tree debris from roadways. Mowing Crews continued to mow right-of-way. Herbicide was applied.
·       Grading Crew continued work on Shiloh Church Road East Project where they are replacing a bridge with a large culvert: finished up landscaping and getting ready to pave.
·       Ditching and pipe crews worked on routine drainage and driveway pipe maintenance requests; also moved bleachers back from Broadway Lake to the Civic Center.
·       Asphalt Crews applied the asphalt intermediate course on the East Shiloh Church Road Bridge; completed routine driveway apron and pothole requests.
·       Sign Shop Crews refined gates on Old Mill Road, refined Thompson Road at school zone, and performed routine maintenance on road signs.
·       Bridge Crew backfilled curb and bridge on Ballard Road, repaired guardrail on Broadway spill way, and repaired 3 guardrails that were damaged by storms.
·       Completed speed studies on McClain Lake Drive and Hopewell Road.
·       On-call crew received 2 after-hours call-outs for a total of approximately 9 man-hours: 1 fallen tree, 1 stolen piece of equipment left in the road.
Solid Waste
·       There will be a Shred Day on September 29th at the Balloon Launch Field at the Anderson Sports and Entertainment Center from 10am until 1pm.
·       The Starr Landfill Class I and II were inspected by DHEC on December 22, 2018. This was a routine inspection with all criteria meeting or exceeding expectations.
·       Solid Waste Director met with DHEC officials to discuss engineering needs at the VIVA site due to the large amount of tire material at the site and the needs of the site to complete the cleanup.
·       Solid Waste Director attended the DHEC Waste Tire Coalition meeting on 8/29/18. These meetings are to discuss the recycling and usage of waste tires in the future due to the large number of waste tires in the state.
·       Staff is working with an individual that was caught by Environmental Enforcement dumping tires illegally off of Welcome Rd. DHEC is working on the issue also. The 500 waste tires are being taken to the Anderson Regional MRF to be sent for recycling.
·       Staff is placing 95-gallon roll-carts to handle the trash at the Celebrate Anderson event and continuing to monitor the litter at the Civic Center for the event.
·       Environmental Enforcement educated residents at the King David, Whitefield, Friendship and Craytonville Convenience Centers on properly covering and securing their loads.
·       Environmental Enforcement picked up 8 illegal signs on Amity Rd., Bolt Dr. and the Belton Highway.
·       Picked up 8-yard containers used at Anderson University for recyclables during the move in week at the University.
·       Participated in the Williamston Spring Water Festival where we had a booth distributing recycling and litter prevention information, along with some promotional items on August 25th.
·       Did You Know? There were 3,764,982 lbs. recycled by volunteers in South Carolina in 2017-2018 fiscal year.
Stormwater
·       Received the 3rd submission for Richard Kay Superstore’s expansion.
·       Received major modification applications for Ace Solar, Pelzer Solar, and Whitt Solar.
·       Pre-con held and approval issued for Wren Woods Subdivision.
·       The cease and desist for Anderson Apartments was lifted.
·       Received new application for Poly-Med Phase 1 Expansion.
·       Reviews were conducted for The Grove at Oak Trail (1st) and GT’s Legacy WarehouseBuildings (1st).
Wastewater
· Town of Iva’s running balance is $746,440.82.
· Toured area upstate treatment plants with design engineer to discuss treatment processes with different agencies. Data gathered will help to determine the treatment process for future treatment plant design.
· Pipe materials and manholes have been delivered to Arthrex project. Contractors have mobilized but have not started installation.
· ReWa, Engineers and County Staff met to discuss North Eastern Wastewater study and to discuss the Anderson County Sewer Evaluation study performed by ReWa consultant.
· Inspected over 500 feet of sewer line from Subway to Starlite Movie Theater and found that a restaurant tap had a brick inside of it, management was notified.
· Observed the air test and mandrel pull at The Oaks @ Shiloh for the final phase within the subdivision; results will be submitted to our engineer and DHEC for approval.
· Wastewater personnel met with QT off Hwy 86 to finalize the placement for the 100’ monument sign to be installed so that our infrastructure will not be impacted by installation.
