Groundbreaking Friday for Dolly Cooper Park improvements

Anderson County Council will hold a groundbreaking ceremony for improvements at Dolly Cooper Park in Powdersville this Friday, April 15 at 10 a.m.

When finished, the improvements will include eighty-nine new paved parking spaces with ADA accessible spaces and a new 24×24 ft. covered pavilion with picnic tables.

“This is a more than half-million-dollar investment that will benefit people of all ages and from all walks of life in our community for decades to come.” Anderson County Council District 6 representative Jimmy Davis said. “This project would not be possible without the support of my fellow County Council members, our legislative delegation partners Rep. Cox and Sen. Richard Cash, and NewSpring Church. It has been a pleasure working with Senator Cash on this project, and we could not do this without him.”

SC House District 10 Rep. West Cox, who represents the Powdersville area in the S.C. House said, “I’m proud to be a partner in this project, and I know that it will benefit thousands of families and children in our community for many years to come.” Rep. Cox continued, “Breaking ground on a project like this reminds me why I chose public service in the first place: to work to make our community better in real, concrete ways for all of us.”

The improvements at Dolly Cooper Park follow more than a decade of strategic focus and investment by County Council on parks across Anderson County.

The project originated with a master plan in 2020 that included four public input meetings and multiple stakeholder meetings. From the master plan, four unique phases were identified that maintained existing uses for kayak launches, baseball field, football field, and disc golf and complimented the existing site features.

Phase One is to formalize the parking areas and to provide a picnic pavilion for day use. Future phases include additional parking, multi-use trails along the Saluda River, playgrounds, additional baseball and football fields, pickleball, and open lawn areas.
Cost for the project is $610,920. CP Builders was awarded the construction contract.
