Williamston Town Council, in a special called meeting Wednesday night, gave first reading approval to an ordinance that would authorize the borrowing of nearly $3 million for upgrading the wastewater treatment plant. They also approved a bid to install an irrigation system at Town Hall and to purchase a new police cruiser . . .
