Cooperation between towns opening door for possibilities

As reported in recent issues of The Journal, the neighboring towns of Pelzer and West Pelzer have consolidated both their public works departments, and some of their administrative functions. The public works functions are supervised and directed by West Pelzer’s Michael Mahaffey, with an additional employee assigned to Pelzer.
When the new West Pelzer Municipal Center is occupied, Pelzer Town Clerk Heather Holcombe will have her office there as well as West Pelzer Clerk Paula Payton.

West Pelzer budget reflects cuts, tax increase

The West Pelzer Town Council will meet next Monday, July 14, to consider final approval of the Town’s budget for FY 2104-2015.

The budget, which has passed one vote, included a number of cuts, including several in the police budget. Those cuts did not include firing a police officer, as proposed by Councilman Jeanes. He also sought to cut the court clerk’s hours and eliminating a part time position in the water department.

West Pelzer officials not pleased with streetscape results

West Pelzer officials expressed concerns about the town’s streetscape and approved funds for security for town hall during a recent meeting of Council.

West Pelzer Police Chief Mike Clardy reported an increase in police calls over the last year of more than thirty per cent, or 5007 calls. Of those calls, five hundred seventy three were reportable incidents; and of that number, 286, or almost exactly half, of those resulted in arrest, with 286.

Matching funds needed for West Pelzer water system upgrade

By Stan Welch – The West Pelzer Town Council cautiously tiptoed towards awarding the contract for the second phase of the Town’s water system upgrade.

The Council voted to accept the bid of West Utilities Construction Inc. to do the project; but stopped short of awarding the contract, due to the lack of all the matching funds required for the Community Development Block Grant.

Veterans memorial design gets approval

For Chapman Park

By Stan Welch – Following minor changes to the design, the West Pelzer Town Council authorized Mayor Peggy Paxton to proceed with signing the contract for the construction of the veterans memorial that will be a key feature of the Chapman Park.

The changes included changing the language of the tribute wording to include all those who have given their lives in their country’s service, and not just those from West Pelzer.

West Pelzer Council considering expanding park

Opening delayed

By Stan Welch – The opening of Chapman Park, which was originally planned for August, has been delayed by the Town Council’s decision to expand the park somewhat, as well as by their continued changes to the design for the veterans memorial at the front entrance to the park.

Some fees increasing under new budget

Public Hearing held Monday
By Stan Welch- The West Pelzer Town Council held a public hearing Monday night on the proposed 2012-2013 budget and no one came.

After a brief discussion, the Council adjourned. A final vote on the budget will be taken at the regular August meeting. The Council inadvertently failed to hold a public hearing on the budget before giving it second and final reading last week, but rectified that with Monday’s meeting. The August vote will be the final approval.

West Pelzer budget may see changes after hearing, approval

By Stan Welch – In a somewhat convoluted process, the Town of West Pelzer will hold a public hearing on its 2012-2013 budget two weeks after the budget received second reading approval. The public hearing will be held at 7 p.m. on Monday, July 30.
