West Pelzer man arrested for lewd acts on a minor

West Pelzer Police arrested Jacob Paul Allen Black, a 24 year old white male on charges of a lewd act on a minor, following an investigation conducted by the department, said Chief Mike Clardy.

Black, 5’7″, 120 pounds, with blue eyes and black hair, of 11 Drake Street, Lot 3, was arrested on March 1, following an investigation which began with the February 24 filing of a complaint by the eleven year old girl’s mother.

According to the incident report on file with the Anderson County Sheriff’s Office, on that date Deputy M. B. Gambrell responded to the West Pelzer Police Department to receive a complaint by the girl’s mother (both her name and the daughter’s names are being withheld to protect the minor’s identity). That complaint initiated the investigation by the WPPD, and led to Black’s arrest six days later.

Williamston Police Chief Jay Grubbs confirmed that his department at one time had a shoplifting warrant on Black, but has never charged him with any crime of a sexual nature. An internet search of the sex offender’s registry on the ACSO website does not list Black on that registry.

Chief Clardy declined any further comment due to the ongoing nature of the investigation. Black remains in the Anderson County Detention Center. Bond has been denied in the case.
