Anderson County Public Works Department projects currently underway:

Development Standards

· UPCOMING MEETING:

§ Land Use Application request for a proposed Land Clearing Debris Landfill located on Robertson Road has been postponed until March 10, 2015 due to an incomplete site plan.

§ Conference Call with SCDOT Director of Outdoor Advertising regarding an unapproved food sign that is a copy-cat SCDOT Logo Sign located on Highway 86 near I-85. SCDOT is requiring the owner to remove the sign.

· LAND USE PERMITS APPROVED:

§ Belton Regulator Station for Piedmont Natural Gas located on Highway 20, Belton.

· SITE PLAN REVIEW:

§ Long Road Bridge Replacement over Beaverdam for a Floodplain Development Permit.

§ New Spring Church, 64,500 square foot Powdersville Campus

§ Oak Lawn Memorial Gardens Crematory located on US Highway 29.

· SUBDIVISIONS:

§ Received 30 Septic Tank Permit Applications for 30 new single-family homes for Ellison Plantation Subdivision.

§ Arbors at Cobbs Glen Planned Development.  Staff received request for 8 new residential homes. These applications will require approval from The Architectural Review Committee to insure compliance with

§ Planned Development (PD) Standards.

Planning

· Staffed the District 1 Zoning Advisory Group meeting.

ZAG recommended denial by a vote of 2-1, with one absent, a request for major changes to a Planned Development on Harriett Circle, Midway Road, Crestview Road and Vandiver Road.

· Continuing to research/work on Highway 81 overlay proposal (ad, postcard notification, maps, demos, surveys, community meetings, overlay buffering examples, etc…). Kick-off community meeting will be held February 26th at 6pm at the YMCA on Reed Rd.

· Attended a meeting on-site at Pelzer Mill to discuss options for removal of debris and clean-up/reuse of site.

· Attended the Safe Routes to School Action Plan meeting for Palmetto Middle School.

· Finalizing TAP Grant application for the Town of Williamston (sidewalk on Minor St).

· Updating Chapters 3 and 4 of the Comprehensive Plan updates to reflect recommendations by Planning & Public Works Committee. Both chapters will be presented to the Planning commission for review on February 10th.

· Prepared the Planning Commission agenda packets for February 10th meeting.

Roads & Bridges

· Again this week, like last week, our asphalt crew patched pot holes Monday & Tuesday with cold mix; no hot mix was being sold those days; Wednesday morning they were able to purchase asphalt so they completed a patch in Quail Run for the grading crew, then returned to apron installations.

· Sign crew installed “Public Notice” abandonment signs on two roads, Furman Rd and Wigfall Dr in District 4 at the “Betsy Tucker” site; engineering started the abandonment procedure by installing traffic counters and researching the property owners in the area. This will go before County Council March 17th.

· Bridge engineer designed guard rail supports for an old existing bridge on Hamlin Road; our bridge crew fabricated the supports and started the installations; should be completed early next week.

· Ditching crew was asked by administration to remove the grass/weeds and reestablish the “in-field” at the old Boys Club (softball field); crew completed work Thursday morning.

Solid Waste

· Construction continues to be slow at the Slabtown and Carwell Convenience Centers due to the rainfall that we are having at this time.

· The US Corps. Of Engineers allowed staff to take Christmas trees from our convenience centers to Darwin Wright Park and the Brown Road ramp on Lake Hartwell for fish habitat. These trees were brought into our sites by our residents for this purpose. We would like to thank the City of Anderson for also allowing us to take these trees to Darwin Wright Park. We appreciate Councilman Waters for contacting some of our local fisherman to promote using the trees from our sites.

· January Stats:

o 307.85 Recyclable tons, 26.09 E-Waste tons, 28.64 Tire tonnage and 2178 Gallons Waste Oil.

o Anderson Regional Landfill: 5826.37 tons of municipal Solid Waste at a cost of $169,256.05.

o Hauling contractor hauled 478 containers from Convenience Centers at a cost of $60,161.08.

o Starr Landfill Tonnages:

o Construction & Demolition (1,581.69 C&D) tons {7,841.78 YTD tons}.

o Land Clearing Debris (1,652.77 LCD) tons {5,868.58 YTD tons}.

o 13,710.36 Total Tons for the Year.

· January Enforcement Stats:  167 Calls, 38 Warnings, 1 Assisting Another Agency, 25  Clean-Up Orders, 0 Clean-Up Order Citations, 2 Unlawful Dumping, 3 Litter Citations, 5 Uncovered Load and 2 State Citations. Total Fines requested $2,090.00. 

Stormwater

· Staff conducted a pre-submittal meeting with the design professional conducting the stormwater design for E&I Engineering’s upcoming expansion.

· Staff met with Duke Energy, Fluor and SCDHEC representatives to discuss Duke Energy’s stormwater permit application for Lee Steam Station’s conversion.

· Staff met with the design professional of Wren Baptist Church’s expansion to discuss an adjacent resident’s claims of adverse impacts from the site’s runoff.

Wastewater

· ROW crew used the TV camera to locate a starter manhole on Three Bridges Rd. in Powdersville and to locate a sewer tap at 156 Amberwood Subdivision

· Inspected directional bore that is to be performed at Hurricane Creek road in Piedmont off Highway 86. This bore is part of the 8 inch gravity sewer that will accommodate the new Bojangles that is being built.

· January Stats:

o Sewer Permits – 19

o Capacity Fees – $66,500.00

o Sewer Adjustments – $3278.54 (8)

o Sludge – $284.28 (9.93 tons)
