Anderson Counth Public Works Department reported the following projects underway across Anderson County:

Building and Codes

·         Met with Development Standards to review plans submitted for new homes in an existing Planned Development (PD) in the Buckland/Rivendell Subdivision

·         PERMITS SUBMITTED: 19 New Single-Family Dwelling and 2 Addition-Renovation; 8 Detached Garage/Accessory Buildings; 3 Pool; 3 Demolition;13 Electrical and HVAC Upgrades; 10 Commercial Including: ARC3 Addition, New Dollar General on Hwy 81, Electrical for Gate, New 200 Amp Electrical Service for Carolina Florist, Relocation of Office Building off Liberty Hwy, 2 Electrical for Entrance Signs, Sign for Coca Cola Project, Oak View Park Fire Alarm, Sign for Farm Bureau; 11 Mobile Home including: New Homes, Change of Ownership, moves from other counties, change of location, etc.

·         March Stats:

o   Revenue Up 88% Compared to March 2015 ($61,367.50 to $115,282.30)

o   New Single-Family & Multi-Family Dwelling permits Up 41% Compared to March 2015  (54 to 76 )

o   Total of 943 permits/transactions – Up 39% Compared to March 2015 (680): 263 Building, 240 Electrical, 138 Plumbing, 146 HVAC, 88 Mobile Homes, 13 Demolition, 1 Moving, 54 Miscellaneous

Development Standards

·         MEETINGS:

·         Attended the Citizens Advisory Committee Meeting for District 4 and District 7. The Committee heard the following Special Exception Applications;

§  Whitefield Volunteer Fire Department Training Facility Addition.

§  Lebanon Baptist Church Addition (New Activity Center) located on Liberty Highway and Gentry Road. Both applications were approved unanimously approved with no opposition.

·         Two agenda items for the upcoming Planning Commission Meeting scheduled for April 12, 2016

§  Proposed residential subdivision 8 (North Pointe located on Highway 81N)

·         Three agenda items for the upcoming Land Use Board of Zoning Appeals Meeting scheduled for April 14, 2016.

§  Variance request to allow for two (2) wall signs for New Spring Church located in Powdersville

§  Variance request for Project Machine (Project Owl) to allow for nine (9) walls signs for their industrial facility.

·         LAND USE PERMITS APPROVED:

§  Dollar General Retail Store located on Highway 81N, Anderson.

§  Duke Energy Addition located on Campbell Road, Belton.

§  Partners in Primary Care Facility located on Highway 153.

§  Rivendell/Buckland, a Planned Development approval granted for six (6) residential home sites.

·         SITE PLAN REVIEW:

§  Proposed new Papa John’s Pizza located on Highway 153

·         SUBDIVISIONS:

§  Pheasant Ridge Phase II, received approval for one (1) renewal for bond-$34,000

§  North Pointe located on Highway 81N at McGee Road, Anderson.

·         BUFFERYARD INSPECTIONS:

§  Coca Cola Bottling Plant located on Highway 86/Old Williamston Road

Roads & Bridges

·         Bridge crew wasn’t able to pour the concrete on Firetower Road Bridge due to problems with the concrete mix design; seeking another concrete vendor with approved mix designs. We hope to get the new vendor and the pour scheduled next week. Crew moved to Shackleburg Road to make repairs to the small bridge at the Martin Road end.

·         Ditching crew re-worked the ditches on Independence Lane and Summer Lane in the Piedmont area, built a gravel pad at the E-911 center, and built a gravel pad at the Airport for Building & Grounds to park equipment.

·         Vegetation crew continued to mow in all seven areas; the trimming crew cleaned up debris from the storm along with trimming work requests.

Stormwater

·         A complaint about sediment in the creek downstream of the new TTI facility was investigated. Sediment deposits in the creek may be causing the creek to overflow its banks in storms and leave sediment on the Brookstone Meadows nature trail. Inspections of the TTI project and the road project leading to the new facility found offsite impacts from sediment discharge. Corrective actions were prescribed for both projects. Sediment will also be removed at the Scotts Bridge Road bridge to allow water to pass more freely during and after storms

·         New application received for Holliday Inn on Highway 153 in Powdersville.

Solid Waste

·         “The Great Anderson County Cleanup” will be held on April 16, 2016 from 8am until noon. Staff will be recruiting volunteers to help with the event. There will be a Kick-Off party for the event on April 11, 2016 at 6:00pm. We will be handing out cleanup supplies to volunteers and discussing litter in Anderson County. Staff is already working with groups to get them the litter supplies they need for the event.

·         The Kroeger Bakery will be having its annual Shred Day, Litter Pickup and Electronic Collection event on April 23, 2016. We will be furnishing litter cleanup supplies and trailer for the electronics.

·         Anderson County will be having a Shred Day on June 4, 2016 at the Anderson County Sports and Entertainment Center. The event will be from 10am until 1pm.

·         Spoke with Midway elementary, Wren Elementary and Mount Lebanon school students about recycling and litter prevention during Earth Day events at the schools.

·         Working with Palmetto High School for their April 11th and 12th litter pickup days in participation with “The Great Anderson County Cleanup”. They are looking to have approximately 130 students cleaning up roadways during their ROTC class time. We appreciate their participation in the event.
