Anderson County Public Works Department reported the following projects underway:

Building and Codes

Plan Review Staff Meetings: 1) Met with representative with Bosch regarding current construction of Gas Bottle Storage Area. Bosch will be conducting some specific testing of equipment prior to final inspection. This will be very limited and is part of the overall completion of the addition. 2) Met with Duke Energy Representative to discuss overall completion time frame of the WS Lee Power Plant. Various issues were discussed including Certificate of Occupancy Issuance and how this ties into completion of the required buffer yards. They were instructed to contact Development Standards to coordinate this.

PERMITS SUBMITTED: 20 New Single-Family Dwelling  and 8 Addition-Renovation; 11 Detached Garages/Accessory Building; 2 Pools; 3 Replacement; 2 Demolition; 30 Electrical and HVAC Upgrades; 14 Commercial Including: WS Lee Duke Energy Pre-Engineered Metal Building, O’Reilly Auto Parts Renovation, New Electrical Service Upgrade/Equipment for Business out on Camson Rd., 4 Electrical Permits for Verizon Cell Sites, Electrical for Duke Power Pump Station, Electrical for Duke Power for Pump Controls, Ice Vending Machine on Hwy 81 South, Electrical Service for Food Truck, New Gas Line for Existing Business, Three & Twenty Fire Department conversion from Propane to Natural Gas, New Sign for Anderson County Tech. & Manufacturing; 31 Mobile Home including: New Homes, Change of Ownership, moves from other counties, change of location, etc.

Development Standards

UPCOMING MEETINGS:

o District Four Citizens Advisory Committee will meet on December 7, 2016 at 6:30 pm to hear a Special Exception Application to allow for a Daycare located at 2812 Concord Road, Anderson. District 4 Advisory Committee’s recommendation will be presented to the Board of Zoning Appeals at their December 8, 2016 Meeting.

o Land Use Board of Zoning Appeals will meet on December 8, 2016 to hear the following variances;

o Application for a variance to allow for a second building sign located at 108 Cely Lane, Powdersville.

o Application for a variance to replace a double wide with a single wide mobile home located at 105 Cedar Drive, Piedmont.

SITE PLAN REVIEW:

o Piedmont Natural Gas Pipeline Extension located at Lee Steam Plant Road.

Roads & Bridges

The 3 employees from our ditching crew returned from Mt. Pleasant after helping clean up storm debris from Hurricane Matthew. Our crew picked up and hauled a total of 116 loads of debris to the debris site, all debris were picked up from the road side.

2016-2017 Anderson County pavement marking bid was opened on November 3, 2016. The contract was awarded to the low bidder, Peek Pavement Marking for the total of $103,637.00.

Submitted Encroachment permit application to SCDOT to install 17 solar lights along East West Parkway.

Received wetland permit from Army Corps of Engineers for Walker Road bridge replacement project.

Received 3 after-hours call-outs for a total of 14 man hours, 1-missing stop sign, 1 dead hog/ 1 dead deer in the roadway. (FYI- over 10 deer have been hit by vehicles on Crestview road over the last two weeks).

Stormwater

Bids were opened for the Broadway Dam Repair project. Two bids were received with the low bid coming in at approximately $230,000 and the second at over $500,000. The bids are being reviewed for responsiveness to the bid requirements.

Reviews were conducted for Magnolia Farms, North Pointe Subdivisions, Sanders Hwy 76 Mine Site Reclamation, and Anderson Storage Facility- Beltline.

Received new application for Blue Eagle Rentals on Elrod Road and Oak Road and a residential subdivision, Bronson Ridge, on Vandiver Road.

Received resubmittal for Mt. Pisgah Baptist Church.

Pre-con held and approval issued for Spinx – Store #135.

Cease and desist notices were issued to 2 sites for land disturbing activity without permits. One is at Hwy 88 and Pickens Drive, and the other is at Hwy 29 N and Rogers Road in the Williamston area.

Wastewater

Town of Iva’s current balance is $606,193.47.

Contractors performed air and deflection test on 8 inch gravity sewer in the Rivermill subdivision. The deflection test will be retested after the pipe has been in the ground for 30 days.

Working with Anderson County Roads and Bridges in the Stonehaven subdivision to replace a section of 10 inch gravity sewer while a drain culvert is being replaced. The existing gravity sewer line is clay and will need to be replaced with ductile iron pipe. Set up by-pass pump while work was being performed to handle the flow.

Began preventative sewer line cleaning this week in Morningside, and Stonehaven Subdivisions with our Vac-Con truck. This is to help prevent future stoppage from roots and grease.

Reviewed plans for proposed subdivision on Shiloh Road.

We installed new backflow preventers as requested by Powdersville Water at two of our pump stations.

There were 2 after hour calls for A/C power failure at Hwy. 86 #1 and Blythwood due to a faulty transformer, for a total of 3 hours.

Animal Shelter

? Hired new rescue coordinator. She will begin work on November 28.

Became rescue partners with St. Hubert’s Animal Welfare Center.  They have committed to rescuing 50 dogs per month and providing transport.  They picked up the first group this week.

We officially partnered with Target Zero  www.target-zero.org   Our goal is to save 90% of the animals in our care.

Adopted out 27 animals, returned 8 to their owners, had 74 transferred to rescue organizations and euthanized 34 (feral/aggressive).

Had 61 animals surrendered by their owner, 3 returned adoptions, 73 brought in by animal control and 23 stray animals brought in by the public.

We are placing animals for adoption that have completed heartworm treatment.
