During their Mar. 18 meeting, Anderson County Council approved a bid change order for work at Hurricane Springs Park and funding requests from Powdersville YMCA Mentor Program, Piedmont Public Service District and Watkins Center in Honea Path.
During the meeting Council also recognized Anderson County Emergency Management for recently being named the 2024 SC Emergency Management Agency of the Year. The prestigious honor is awarded to agencies that demonstrate excellence in leadership, innovation, and service to the public. Director Joshua Hawkins and members of ACEM (and their families) were recognized for their service.
Council approved a bid change order for work at Hurricane Spring Park located on Roper Road in the Wren Community. The change allows for an additional $32,100 for additional work required to repair framing and exterior sheathing on a structure (press box). The original contract for rebuilding the structure after it was damaged by vandals (fire) was $279,995 and was covered by insurance.
Council approved requests for funding from special recreation accounts by Council members including two by Councilman Jimmy Davis (District Six). They were: Powdersville YMCA Mentor Program $2,500 and $425 for Piedmont Public Service District to assist with toilets for benefit events by the Piedmont Village Christmas Lights, Rose Hill Cemetery and Wren Fire Department. Also $1,000 from Cindy Wilson (District 7) for the Childrens Theater Camp to be held at the Watkins Center in Honea Path.
Council also approved two request for funding by Councilman Greg Elgin (District Three) of $4,000 for American Legion Post 44 to be used for insurance and trimming trees for a Killed In Action memorial in Iva and $500 for Area 14 Special Olympics.
In other action, Council approved third reading on an ordinance to transfer twentyfour vacant residential properties acquired under the Neighborhood Initiative Program to non-profit corporations. Six properties were transferred to Habitat for Humanity of Anderson, Inc.; two properties were transferred to Hope Missions of the Upstate; and sixteen properties were transferred to Anderson Housing and Homeless Alliance.
Council approved third reading on an ordinance defining a County right-of-way on Propes Road near the intersection of McNeely Road.
Council approved second reading on an ordinance to allow almost $2 million left from the issuance and sale of $8.3 million general obligation bonds for renovation work being done at the Anderson County Court House be used for another capital project. The County bid out the 2023 Project and determined that $1,963,375 in bond proceeds will remain upon the completion of the 2023 Project. The left over funds will be used for capital project including vehicles for the Sheriff’s Department.
Council aproved the transfer of an easement to WC Fiber, LLC.
There were no ordinances up for first reading.
Council approved a resolution to cease county maintenance and close a portion of Quincy Lane located in Council District One. Council also approved a resolution for judicial abandonment of an undeveloped right of way in Council District 4.
Council approved a request by the Finance Committee for several transfers related to the sports and entertainment complex facilities and other items.
Council approved a Memorandum of Understanding with the Anderson Ski Club to partner on permits from the United States Army Corps of Engineers to allow the installation and use of a slalom water ski course near Buoy S58-A of Lake Hartwell. The ski course is open to use by the public.
