The “West Pelzer Sex Offender Park Restriction Ordinance” states: It shall be unlawful for any Convicted Sex Offender to enter, remain in, loiter in, or otherwise be present in any Town Parks and Recreational Areas.
This prohibition applies at all times, including, but not limited to, when Town Parks and Recreational Areas are open to the general public and/or during special events.
“Town Parks and Recreational Areas” means all land, facilities, trails, playgrounds, athletic fields, open spaces, and related amenities owned, operated, or maintained by the Town of West Pelzer for public recreational use.
“Convicted Sex Offender” means any person who has been convicted in South Carolina or any other jurisdiction of an offense that requires the person to register as a sex offender under Chapter 23, Title 23 of the South Carolina Code of Laws and is listed on the South Carolina Sex Offender Registry.
(c) “Registry” means the South Carolina Sex Offender Registry maintained pursuant to Chapter 3, Title 23 of the South Carolina Code of Laws.
