The April meeting of the Piedmont Public Service District Board of Commissioners was held April 27, one week later than usual to allow for the finalizing of the proposed budget for the fiscal year ending June 30, 2027.
The proposed budget is $2,861,126. This is a $200,621 increase over the 2026 budget of $2,660,505. The largest budget items being salaries for fire fighters and the related expenses.
It should be noted that PPSD is responsible for Fire Operations, Light Operations, and Recreational Operations within the district. The budget is based on conservative expenditures necessary to maintain these operations.
Included in the budget is a proposal for modest increases in the rental rates on the Thomas Pack Ballfield, the Rowell Club Room, and the Big Gym. The increases will offset some of the maintenance expenses. The Rowell Club Room kitchen has been remodeled and is now open for use. The increases are being reviewed and will be updated in the second reading of the proposed budget on May 18. The increases will be effective July 1. Those currently on the reservation schedule for the ballpark or the Community Building will be granted the rates agreed upon at the time of the reservations.
First reading of the budget was approved by a four to one majority, with Commissioner Beth Dickson voting against the proposal.
Chief Tracy Wallace gave a status report on the proposed new Headquarters to be located on Hwy 20. Meetings with the architects and engineers are scheduled. Required engineering surveys and grading diagrams are being reviewed. Once all plans are in place to allow for estimates on the cost of the work, the means to finance the project will be undertaken. The expected completion date is in early 2029.
Commissioner Dickson noted that with the increased use of the Saluda River water recreation areas from Dolly Cooper Park to the Piedmont Riverfront Park, there have been incidents of users needing assistance, as reported by individuals living along the river. Chief Wallace noted that all emergencies needed to be reported through the 911 call system to activate the Water Rescue Team.
A ribbon cutting on the Piedmont Riverfront Park is scheduled for May 8th at 10 am. Commissioners were encouraged to attend.
The next meeting and second reading of the proposed budget will be May 18th at 7 pm in the training room of the fire station located at 1 Hwy 86 in Piedmont.
