Powdersville Water Celebrates Dedication of Dyke Spencer Center for Operational Excellence

Powdersville Water recently held a dedication and ribbon cutting for its new Dyke Spencer Center for Operational Excellence, a modern facility designed to strengthen system operations, enhance workforce development, and ensure continued delivery of safe, reliable water services to the community.
The new facility, located at 6 Civic Court, Powdersville, honors the late Powdersville Water Executive Director, Howard “Dyke” Spencer, who served the utility for over 20 years.
The Center for Operational Excellence represents a major milestone for Powdersville Water, reflecting the organization’s commitment to operational performance, employee safety, and long-term sustainability. The facility brings together key operational functions, advanced system monitoring capabilities, and hands-on training resources in a centralized location.
“This investment demonstrates our commitment to excellence in everything we do,” said David Niesse, Executive Director of Powdersville Water. “The Dyke Spencer Center for Operational Excellence allows us to better serve our customers, support our employees, and proactively address the evolving challenges facing the water industry.”
A ribbon-cutting ceremony was held on April 16 at with attendance from the family of Dyke Spencer, local leaders, board members, staff, and community partners.
“This facility positions Powdersville Water for the future,” said Seth Landrum, Chair of the Powdersville Water Board. “It reinforces our responsibility to provide dependable service while investing in the people, infrastructure, and systems that make it possible.”
The Center was designed with a focus on efficiency, resiliency, and adaptability to meet future regulatory requirements and community growth.
