The following projects are underway by the Anderson County Public Works Department:

Building and Codes

· SITE PLAN REVIEW:

§ New Spring Church Powderville Campus, proposed 64,500 square foot facility.

§ Piedmont Natural Gas Natural Gas Regulator Facility located at SC Hwy 20, Belton

§ Tru-Flo Commercial near McNeely Road, Powdersville.

§ Hytech Machine Industrial Expansion located on Welpine Ridge Road, Pendleton.

· PERMITS SUBMITTED: 14 New Single-Family Dwelling and 6 Addition-Renovation; 1 Multi-Family Dwelling (Duplex); 5 Detached Garage/Storage Buildings; 11 Electrical and HVAC Upgrades; 4 Swimming Pools; 1 Demolition; 4 Commercial Including: Discount Tire Company, Honea Path Storage Building, New Gas Furnace for Cabinet Shop, New Budweiser Sign; 6 Mobile Home including: New Homes, Change of Ownership, moves from other counties, change of location, etc.

· DRAWINGS SUBMITTED: Wilson Garage Addition in Piedmont, Up-Fit to Powdersville Heartland Dental Office and various resubmittals

Development Standards

· LAND USE PERMITS ISSUED:

§ City of Belton, Wastewater Treatment Plant Upgrade located on Highway 247.

§ River Reserve Phase IV, Floodplain Development Permit for a residential home located at 112 Natchez Way, Piedmont.

· SUBDIVISIONS:

§ Proposed Commercial Subdivision located on Highway 81N across from TL Hanna High School. The application will be heard by the Planning Commission at their February 2015 Meeting. Staff is waiting on revised plans.

§ Bonds Due for February 2015, the Enclave at River Reserve, Powdersville.

· COMPLIANCE ISSUES:

§ Illegal sign picked up along Highway 88 and Highway 178, Amity Road, Highway 28, Highway 81S

Planning

· Posted public hearing notification on website and signs for a Planned Development Major Change request on Harriett Circle, Midway Road, Crestview Road and Vandiver Road. The request is to amend the PD known as Kowalski PD to Village at Bailey Creek, and to revise the statement of intent. As of 1/29/15, staff has received three calls requesting information.

· Preparing the Zoning Advisory Group, District #1 packets to hear request for major amendments to a Planned Development Major Change request on Harriett Circle, Midway Road, Crestview Road and Vandiver Road.

· Attended the Clean Air Upstate quarterly meeting: topics included a presentation on proposed NAAQS (National Ambient Air Quality Standards) for ozone (currently 75 ppb – proposed range is 65-70 ppb) provided by SCDHEC and goal setting for the 2015 year. 2015 strategies will continue to focus on education (particularly the health aspect) and reduction in mobile emissions. Anderson County is currently “on the bubble” for possible non-attainment under the new standards.

· Attended a meeting with GPATS, Town of Williamston and School District #1 representatives to select pedestrian projects for the upcoming TAP (Transportation Alternative Program) grant. Currently assembling the grant application for submittal next week.

· Continuing to research/work on Highway 81 overlay proposal (current land use maps, sites for community meetings, overlay buffering examples, etc…)

Roads & Bridges

· Asphalt crew patched pot holes Monday and Tuesday with cold mix; no hot mix was being sold those days, Wednesday afternoon we were able to purchase some asphalt to level the new bridge on Blake Dairy Road. The plan is to return and finish the asphalt surface when we are able to purchase the material needed. The new pipe installation on Hill House Road will also be patched with asphalt Thursday afternoon if we can purchase asphalt; if not we will patch as soon as we get the material.

· Grading crew completed the demo of the cattle crossing and installed a new 36” concrete pipe in its place on Hill House Road; waiting for the finial surface to be place before opening road.

· Sign crew developed a traffic plan for Green Pond Landing and Event Center, submitted permits with SCDOT, ordered all the materials needed to build the signs, and will install them when we have material and approval.

· Vegetation crew worked two days with Building and Grounds staff cleaning up Exit 14. The over grown landscaped areas on all four corners were thinned out, trash removed, bushes trimmed, grass cut, wild vegetation removed, and islands were mowed. Documents are being reviewed to confirm ownership of the old joint project between Anderson County and SCDOT. No one has been keeping up this site for many years.

· Bridge crew completed the retaining wall construction behind Meals on Wheels office at the Old McCants building for B&G; the old concrete block wall failed this past spring.

· County crew removed broken curbing and contractor repaired curbing in the New Courthouse parking lot and Townsend Building parking lot.

· Broadway Water and Sewer installed a 10” water main four feet deep across the top of the Broadway Lake Dam. Staff required compaction testing and monitored the backfilling to assure crest of dam was not compromised by the installation.

· 2015 Full-Depth Patch and Single-Treatment bid, Piedmont Sewer Paving bid, and Guardrail Materials bid have been advertised, and bids will be opened on Thursday, February 19th.

· Parking lot crack-sealing work by contract will begin next week. The following dates are weather dependent:

· Received 3 after-hours call-outs for trees across the road, totaling 23 man-hours.

Solid Waste

Development Standards, Solid Waste and Environmental Enforcement picked up illegal signs on Hopewell Rd., Breazeale Rd., Cheddar Rd., Midway Rd., Crestview Dr.
