West Pelzer approves property annexation and property sale

During their meeting April 11, West Pelzer Town Council approved a property annexation approved a property sale and swore in a new council member.
Thomas Scarfo was recently elected to fill the remaining term of a seat on council left vacant when former councilmember Pat Alexander resigned. Scarfo was sworn in by Municipal magistrate Stephen Turner. Scarfo’s wife Patti assisted by holding the Bible.
Mayor Pro Tem Jim Riddle presided over the meeting in the absence of Mayor Blake Sanders.
Town Clerk Paula Payton reported 12 workorders were completed by the Public Works Department in March. She reminded citizens that two seats on council and the mayor’s seat will be voted on in the General Election Nov. 7. Books will open for signup for anyone interested in running on August 9 and close August 23.
Payton thanked Chairman Jerry Riddle, Pete Vanhook and Debbie Scroggs for serving on the town’s election commission.
The O’Dell Community and Entrepreneur Center will offer free co-workspace Tuesday-Thursday from 9 am to 3 pm for anyone who may need it for business related activities. The center offers free wireless internet, conference table, individual desks, television for presentations, whiteboard, refrigerator, microwave and is fully ADA compliant. The facility is a partnership between the Town of West Pelzer, Senator Mike Gambrell, the Palmetto Business Association and the Anderson Area Chamber of Commerce. It is available for use by area residents and businesses in West Pelzer, Pelzer, Piedmont, Williamston and surrounding areas. It is located behind Town Hall at 3 Hindman Street.
Payton reported that the West Pelzer Police Department wrote 12 reports, 52 tickets, two arrests and 20 warnings. There was one motor vehicle collision.
The town cleanup will be held April 17-21 for anyone interested in participating. Families are asked to volunteer to clean up their street. Bags, gloves and grabbers will be provided. Town Hall will be closed Friday, Apr. 21 so employees can participate in cleanup of Town Hall, O’Dell Community Center and Chapman Park.
One resident made comments, citing several sidewalks being in bad shape. Town Clerk Paula Payton stated that town workers are planning to edge and clean up some of the sidewalks and the town had put out a request for proposal for a landscaper to held with some needs. Several issues have also been reported to SCDOT, Payton said.
Under new business, Council approved first reading on an ordinance authorizing the Town to enter into an Intergovernmental agreement with the SC Municipal Association to collect local business license taxes for insurance companies, telecommunications services companies and bail bonds.
Council also approved the annexation of approximately 14.5 acres of property owned by Abundant Life Ministries located on Palmetto Road which will be zoned Conservation Open Space and will allow religious organizations. No utilities will be provided by the Town of West Pelzer.
Council also approved first reading on an ordinance to sell approximately .45 acre on Spring Street to Ronnie and Lynn Lawless for a purchase price of $15,501. They will also be responsible to pay all closing costs, title research, survey and other costs and must begin construction of a single family residence within 12 months.
During Council comments, Councilman Jeff Lee said that the Planning Commission had talked about the sidewalk issue and the town is looking to address some of them.
Mayor Pro Tem Riddle mentioned two upcoming events in West Pelzer including the Westie’s Market and Homestead Festival.
